Can Wheel with Retaining Ring Be Used without It

We have purchased a Vermeer Wood Chipper with flat faced wheels and it came from the factory with the 33-52-1 retaining ring. It is not a dual wheel assembly and my question is: Can we remove the retaining ring and switch to just lug nuts with that type of wheel?

The retaining ring is what allows the wheel to center on the lug nuts as they are torqued down since the wheels are flat. So if you removed the # 33-52-1 the wheel wouldn't center as you tighten it and the wheel definitely not go down the road well.
