Dexter 10,000LB Axle Wheel Retaining Ring Placement

My buddy has purchased this trailer with tandem 10k dexter axles. He removed all the wheels before I was able to see how they were installed. This is the wheel clamp ring that was on the wheels. I dont know how it is supposed to put on cause the two pins do not have a place to go for the clamp to sit flush with the wheel. The wheels are 6.5inch center lugs with oil filled hubs. There is an alignment pin on the hub and a single hole on each wheel to match. Here is a pic of the clamp that was on the wheel.

You need the Wheel Retaining Ring # 33-52-1 for your 10K axles and wheels. This ring has the single tab and will allow you to use your current flat faced wheel with Coned Lug Nuts # 6-109. The retaining ring will sit outside the the wheels(see image). It looks like they likely placed the retaining ring on incorrectly when they switched the wheels and tires on the axle.
