I have a 1992 Geo Tracker and a Roadmaster Tracker tow bar that does not have the bumper brackets with it. What do I need to attach it? The custom mounting bracket? Do I also need replacement bumper brackets, if so which ones will fit?

For starters, you'll need a base plate kit like # 118-3 which is a fit for 2 door Geo Tracker models only.
From the photo you provided, it appears you're missing the crossbar that the # RM-020 uses, unless you already have it an it just wasn't shown in the photo. A replacement crossbar is available as part # RM-025. The Tracker tow bar would typically be permanently installed on the vehicle, but it can be removed by removing the drawbars of the # 118-3.
