I have a 2016 malibu 23lsv on a boatmate trailer surge brakes? and a 2017 Ford Expedition 4x4 with the heavy duty tow package. Which distribution hitch and sway control are best? Also, are there any other adapters that I need? As well, I would like something to help measure the tongue weight.

I would be happy to help you find the correct weight distribution hitch for your 2016 Malibu 23LSV on a boatmate trailer with surge brakes, but you will need to know the total tongue weight of your setup.
Total tongue weight is the tongue weight of your fully loaded and ready to tow trailer plus the weight of any cargo behind the rear axle of your 2017 Ford Expedition.
The easiest way to get an accurate tongue weight measurement is with a tongue weight scale like the # e99044 but there are other methods outlined in the included help article.
If your boat trailer has a pole tongue, you will need to use a pole tongue adapter to give the weight distribution hitch somewhere to attach.
I recommend going with the # EQ95-01-5950 which will allow you to use an Equal-i-zer or Fastway e2 weight distribution hitch.
Once you have your total tongue weight you can select the correct hitch.
For example the Fastway e2 Weight Distribution w/ 2-Point Sway Control - Trunnion - 6,000 lbs GTW, 600 lbs TW # FA92-00-0600 works with total tongue weights between 250-600lbs.
If your trailer has higher total tongue weight then you may need the # FA92-00-1000 which works with total tongue weights between 600-1000lbs.
Both hitches are compatible with surge brakes, but neither includes a hitch ball so you will also need 2" hitch ball # A-90 or 2-5/16" hitch ball # 19286 to match the coupler of your trailer.
