Can D-Rings of Barricade Jeep Bumper Okay to Use for Flat Towing

Question:
I have a Barricade aluminum bumper but the D Ring are not welded they are bolted from the front of the bumper to the frame of the Jeep.

It's a good sign I'd say that the D-rings are attached directly to the vehicle frame and not just the aluminum bumper as that would indicate they are very secure and most likely rated for use with flat towing. If they are Barricade D-rings they would be who you would need to check with to determine if they are rated for flat towing.
The part number # RM-035 is designed for use with 3/4 inch thick d-rings.
