I ordered the Roadmaster EvevBrake 9400 but my installer says it can’t be used with my Jeep due the type of brakes. It does have the Adaptive Cruise and Forward Collision Warning but I was under the impression since the ignition would be off and battery disconnected it would work. Am I wrong or should I try a different installer?

Does your 2019 Jeep Wrangler Unlimited have an active braking system, or a "continuous power assist"?
Roadmaster states to not install the Roadmaster Even Brake Portable Supplemental Braking System - Proportional, # RM-9400 in a vehicle with an ‘active’ braking system. ‘Active’ (or, ‘continuous power assist’) braking systems are a safety feature on some new vehicles. This feature allows the brakes to always have power, even with the ignition off.
If this is your situation, Roadmaster recommends the Roadmaster InvisiBrake Supplemental Braking System, # RM-8700. This is compatible with hybrids and other continuous-power-assist automobiles The InvisiBrake is designed to activate the brakes in your towed car upon receiving a signal from your RV that the motor home's brakes have been applied. This signal is sent via the wiring harness whenever the RV's brake lights are illuminated. This way, you get real-time braking action, ensuring that your towed car brakes at the same time and for the same duration as the brakes in your RV.
