Is the wiring harness for the hitch receiver a separate purchase or does it come together with the hitch receiver? Thanks.

The etrailer Trailer Hitch Receiver # e98845 is what I recommend for your hitch. It has a rugged matte black finish to better match your 2019 Dodge Journey. The wiring will be sold separately and for your particular Journey you will need to specify for standard Incandescent bulb taillights Vehicle Wiring Harness # C56109 or for LED taillights Vehicle Wiring Harness # C56330.
