looking for dexter axle 3500 lb 4 inch 70.5 inch center to center springs. All online show 74 inch center to center springs.

I may have another option for you, but you are correct that all of the Dexter 3500lb axles we offer do not have the 70.5" spring center to spring center measurement you mentioned.
As long as the hub face to hub face measurement of the axle matches your current axle, you can remove the spring seats and have new ones welded in the correct location to match your current axle.
For example the Dexter Trailer Axle Beam with EZ-Lube Spindles - 89" Long - 3,500 lbs # T3584F-EZ-8974 has a hub face to hub face measurement of 89", and a spring center to spring center measurement of 74" as shown in the included diagram. As long as your current axles hub face to hub face measurement is also 89" you can have the # TRSS238 welded in the correct location.
