Will the BandW complete gooseneck hitch from a 2015 chevy 2500 fit a 2016 chevy 3500.

The 2015 Silverado 2500 and the 2016 Silverado 3500 can indeed use the same center section and rail kit according to B&W, so you will be able to transfer your existing hitch to your new-to-you truck.
If the 2016 Silverado 3500 doesn't have a 7-way trailer connector installed in the truck bed, you can install one using part # 50-97-410. I've linked to installation videosthat you might find helpful.
