I want to convert my Montana High Country fifth wheel to electric over hydraulic brakes, tandem axle, eight bolt pattern, 16 tires. which kit or kits would be best and do I have to change the controller in the truck?

As long as your truck's controller has the electric over hydraulic actuator compatibility you won't need to change anything in your truck. If it doesn't there are many options that you can use as a replacement. I recommend the Prodigy P3 # 90195 if you need a replacement.
For your Montana High Country 5th wheel trailer, the HydraStar Electric Over Hydraulic Actuator Kit for Drum Brakes - 1,000 psi # HBA-10-252-82 is my recommendation for you. This will give you what you need to your tandem axle setup. Then you will simply add the hydraulic brake assemblies # 23-336-337 one kit for each axle and you'd be all set. This combination will give you the best braking power short of disc brakes in my opinion.
If you want disc brakes, then you will start with the Dexter Disc Brake Kit - 12-1/4" Hub/Rotor - Grease - 8 on 6-1/2 - E-Coat - 7,000 lbs # K71-694-695-14 for each axle and then use the HydraStar Electric Over Hydraulic Actuator Kit for Disc Brakes - 1,600 psi # HBA16-252-82. Disc brakes require this higher psi for braking function.
