I just purchased a 2003 Jeep Grand Cherokee Laredo. I will be using a Roadmaster tow bar. What base plates di I need for the Jeep?

The Roadmaster Base Plate Kit # 1419-7 that you referenced would be a great choice to be used with your Roadmaster tow bar. You might be interested in the following products to complete your flat-towing setup also:
RoadMaster 68 inch Single Hook, Coiled Safety Cables # RM-643. These cables are coiled which would allow you to wrap them around the arms of your tow bar to keep them from dragging.
Roadmaster Tow Bar Quick Disconnect Kit # RM-201.
For lighting I attached an FAQ article that details how to pick out the best system based on your needs.
And finally, most states now require a supplemental braking system on the vehicle being towed. The easiest to install and use is the Roadmaster Even Brake portable proportional braking system, part # RM-9400. This unit activates the brakes on the vehicle being towed in proportion to how much the RV is braking. This is the safest type of braking action, and it reduces wear and tear on the RV and towed vehicle brakes.
You will also want to check the vehicle owners manual for additional information on flat towing the vehicle. Some vehicles require an axle disconnect, drive line disconnect, transmission lube pump, or free wheeling hubs in order to be flat towed.
