For a 2007 Lexus RX 400h. Is the hitch built so the spare tire will come down as it should if needed?

The etrailer Trailer Hitch Receiver - Custom Fit - Matte Black Finish - Class III - 2" Item # e98857 on your 2007 Lexus RX 400h does still allow the spare tire to be removed. It may require the front edge to drop first as you lower it. This allows enough room for the back edge to be pushed forward enough to pass the cross tube of the hitch.
If you plan on towing at all I recommend the 4-Pole Flat, Hardwire Kit, and Circuit Tester Item # C59236. This kit not only ensures you have proper lighting functions for your trailer but the converter box protects the factory wiring on your vehicle from back feed if the trailer has a wiring issue.
I have included a link to a video for the hitch install. It is on a Toyota Highlander but the install is the same.
