I have a towbar and need Base Plate to hook up on 1978 Volkswagen Beetle Convertilble

The # 1214-2 base plate kit is the correct kit for your 1978 Super Beetle convertible.
To flat tow your Beetle, you will also need a tow bar, safety cables, a lighting solution and in most states, a supplemental braking system.
Let me know which tow bar you have to make sure it's compatible with the base plates. If it doesn't include safety cables you can use # RM-643.
There are several different lighting options for you, I have linked you to our FAQ article that shows the different options and their advantages and disadvantages. I've also linked our selection that fits your Beetle.
A portable braking system like the Blue Ox Patriot # BLU37TR is the easiest to install. There's no lengthy install process to get it going. I have also linked you to an FAQ article that lists the various braking system alternatives.
According to my research, the 1978 Beetle is capable of being flat towed without modification, but I would recommend confirming this with VW.
