Question:
Do you a 4-bike rack with lower cost option? I’m thinking one that can tilt down for trunk access instead of swing to the side. Around $200-400 budget would be ideal.

There are several 4 bike racks that would fit the etrailer hitch part # e98839 for your 2014 Subaru Forester. I really like the Thule Apex Swing part # TH9027XT which can swing out and away from the rear of the vehicle with bikes loaded to give you complete access to the rear cargo door. I attached a review video for this rack as well as a link to all of the 4-bike racks we offer that would fit and work well too.
The best way to find an installer is to find a local mechanic with a decent reputation as hitch installs are typically pretty basic compared to what they normally deal with.
