Bolt Hole Measurements for Spare Tire Carrier for Roadmaster Tow Dollies

Question:
What direction is the 3 1/2” bolt holes. I read a description of the pattern, but it depends on how you view it. Is the 3 1/2” right to left as you face the tire mount or as you face the side of the tire. Can you please draw it up in a way that I can understand it?

The 3-1/2" measurement for the bolt holes on the Spare Tire Carrier for Roadmaster Tow Dollies # RM-2000-7 is found between the holes that have the flat part of the mounting bracket. The sections with the indention measure 3" on center. I have attached a photo to demonstrate this.
