Will the top hitch carry a Harmar electric scooter lift?

Yes, the Curt Multipurpose Ball Mount with 2" Receiver # D210 will be able to carry a Harmar electric scooter lift.
According to my research these lifts have a maximum installed weight of 102 lbs, and the Curt ball mount's accessory has a tongue weight capacity of 500 lbs, though keep in mind if you are using the receiver but NOT the ball mount portion as well, it reduces your hitches tongue weight capacity by 50 percent.
For example, if you had Curt Trailer Hitch # 13364 on your 2017 Dodge Grand Caravan, it has a maximum tongue weight capacity of 400 lbs but would be 200 lbs if you used the receiver portion only of Multipurpose Ball Mount # D210.
This is true of all adapters, so I did just want you to be aware. I've added a link to a video review for you to check out as well.
