Is a bias ply tire tread ok for highway use even though it was designed for off road?

Yes, you can definitely use bias tires, like part # AM3S870 you looked at, on the highway.
Bias tires weren't really designed for off-road use per se but they are better for it. Likewise radials are better for highway use than bias tires and you'll likely get more life out of them. But either work for either application.
Bias tires were actually much more common on all trailers for quite some time because the cost of radials was a lot higher. Now that the prices are closer to the same that's not as much of the case but you can still use either on your trailer.
