The difference in the two hitches is what type of bumper they are designed to fit with. The vans had a standard rear bumper option and a step bumper option. The step bumper option gives you a step which allows you to climb into the back more easily.
The Curt Trailer Hitch Receiver part # C13388 is designed for the vans that have the standard rear bumper. The side plates on this hitch are shorter than they are on the Curt Trailer Hitch Receiver part # 13375 which is designed for use on the step bumper vans.
