Question:
I am interested in purchasing this hitch only for the purpose of carrying 2 bikes on a bike rack. My mechanic will install it for me. Do I need to also order a draw bar pin and clip.

Since you are only use the Curt Trailer Hitch Receiver # C12136 to carry bike racks on your 2019 Subaru Outback, no other parts, including a draw bar or pin and clip, are required. All you need are the hitch and the bike rack (the bike rack will come with its own pin and clip or lock).
I have added a link to the written instructions as well as a link to a video install on a 2019 Subaru Outback for you to check out of the Curt Trailer Hitch Receiver # C12136.
If you are in need of a bike rack as well I recommend checking out the Hollywood Racks Trail Rider 2-Bike Rack # HR200Z.
This rack is one of the best values because of its combination of quality and price. It is sturdy enough to have a 45 lb per-bike weight capacity, and also comes with integrated locks to help protect the investments you made in the rack and your bikes. Locks are something that are an add-on for many bike racks, which is one of the reasons that the Trail Rider is such a great value.
I have added a photo showing the Trail Rider 2-Bike Rack # HR200Z installed on a 2019 Subaru Outback as well as links to a couple video reviews for you to take a look at.
