The T-One Vehicle Wiring Harness part # 118812 which is a fit for a 2019 Hyundai Tucson does require a wire to be run to the vehicle's battery for power. The reason for this is because the vehicle's tail light circuits are not rated high enough for the additional amp draw of the trailer lights. Furthermore, this acts as a barrier to protect the vehicle' tail lights if there were ever an issue with the trailer's lights.
In regards to other trailer wiring harnesses that don't require a power wire, this is usually because that vehicle has a tow package port which is already separated from the vehicle's tail light circuits. In cases where the trailer wiring harness ties in behind the tail lights the separate power wire is almost always needed.
If you don't already have a trailer hitch in mind, the Curt Trailer Hitch Receiver part # C13240 is what I recommend because of the hidden design.
