Can you install this completely under the vehicle as you do the Curt C89KR, instead of mounting the power module behind the rear interior trim?

No, sorry the Curt item # C89KR is set up completely different then the Tekonsha item # 118812 wiring harness. Besides the length of the wires being different Tekonsha won't honor their warranty if you don't follow the installation instructions.
I recommend the Curt item # C89KR because of their converters being more reliable and their installation method being better.
Both of these harnesses are confirmed to fit the 2019 Hyundai Tucson. I have linked both installation instructions below along with a couple of videos we made so you can see how to get these harnesses set up.
