Manufacturers do not really give a set amount of time that it takes to install a base plate kit on a 2007 Jeep Wrangler because there a lot of variables involved when installing a base plate. I have asked our installers how long it normally takes to install a base plate on a 2007 Jeep Wrangler. They say it normally takes about 4-6 hours for the base plate and tow bar wiring kit.
However, the bulb and socket kits like part # BX8869 are not a confirmed fit for the Jeep Wranglers because they do not have enough space in the taillight to add the bulb. I recommend to use the Hopkins Custom Tail Light Wiring Kit for Towed Vehicles part # HM56200 which plugs in line with the tail light wiring so you won't need to splice into the vehicle's wiring at all unlike with the bulb and socket kit. I have attached an installation video for the wiring and installation instructions.
If you are having the install done at a shop, you can take the installation instructions to a mechanic and they should be able to give you an estimate. Please let me know what type of bumper you have and I can recommend a base plate.
