I noticed on another site the claim that BX1128 would not fit Summit model. Is that true?

Yes, the Blue Ox Base Plate Kit # BX1128 will fit your 2018 Jeep Grand Cherokee Summit. Attached is an installation video of us installing this kit on a High Altitude which has the same front fascia area as a Summit to give you an idea of what it looks like.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components I recommend the following:
Blue Ox Base Plate Kit - # BX1128
Blue Ox Avail Tow Bar - # BX7420 (includes safety cables)
Blue Ox Towing Accessories Kit - # BX88308 (includes wiring, locks, and a storage bag)
Stray-IN-Play DUO # SM99251 (motorhome hydraulic brakes)
OR
Air Force One # SM99243 (motorhome air brakes)
Blue Ox KarGard Towed Vehicle Protector - # BX8870
I don't think you'll need a high-low adapter due to the height of your Grand Cherokee but just to be on the safe side I have attached a link to our selection of adapters and a helpful article to help you choose the correct one.
I have also attached installation videos of these on a 2018 Grand Cherokee that you can reference. Be sure to check your owner's manual for any special instructions for flat towing your vehicle.
