The best brake controller for a 2019 Toyota Highlander Hybrid is the Curt Echo Wireless Trailer Brake Controller part # C51180, not one that mounts under the dash like the Tekonsha Prodigy P2 Trailer Brake Controller part # 90885. The reason for this is not just because you would have to drill into your dash to mount the controller but also because these require splicing into factory wires which is not something I recommend on a newer vehicle. Furthermore, the stop light switch circuit on the Hybrid model can go into an error mode if disconnected with the battery connected and this requires the dealer to flash the system to get everything working again.
The Curt Echo is wireless so you don't have to drill into the dash or find a spot inside to mount and best of all you won't have to do any splicing into the factory vehicle wiring harness which could create a costly fault. The Curt Echo also uses your phone for the setup phase and manual activation feature when needed so you don't need to learn how to use a new device either.
In order to use the Curt Echo you will need the 7-Way RV Upgrade Kit for Trailer Brake Controller Installation part # ETBC7L and the Curt T-Connector Vehicle Wiring Harness part # 56042 if you have the factory tow package or part # C56217 if you don't.
