Can I Install a Breakaway Kit with a Charge Line for the Breakaway Battery

The Bright Way Trailer Breakaway Kit # 3802354 can be installed in a manner that either does or does not take a charge from the tow vehicle while it is running; the best way to complete an installation where it does take a maintenance charge from your tow vehicle's 7 way connection is using the Bright Way Trailer Breakaway Charger # 3802349. Installing this charger in the manner shown in the review and installation video linked to this answer is going to be the best way to make sure that your breakaway battery always has a charge on it so that you're always prepared for the worst case scenario.
You can also install this kit without the charger by simply connecting the positive terminal of the breakaway battery into the 12v auxiliary power line on your 7 way connection, but this could lead to overcharging the battery or potentially draining your vehicle's battery so I do recommend using the add-on kit.
