Should the led indicator be blinking when trailer harness is plugged in or should it be a steady glow

For your Hopkins LED Breakaway Switch part # HM20059 the led indicator should only be lit when the breakaway pin is pulled, and should be solid. When the pin is inserted and the trailer hooked up it should not be on at all.
If you do not have the breakaway system wired correctly, the brakes may not be getting the signal from the breakaway box. It sounds like there may be a wiring issue with the breakaway switch.
I recommend that you check all your connections, specifically check the white/ground wire. If you are using a junction box, I would check the connections inside too. Another reason the light may blink is the blue and black wires are reversed. The blue wire splices into the electric brake wire and the black wire splices into the 12V power wire.
One final thing to check is the breakaway battery. The battery needs to be charged in order for the system to work properly.
I have attached a wiring diagram showing where to make the connections, as well a video for reference.
