Is this part strong enough to hold a rooftop tent that is 150lbs not occupied.

The Malone SteelTop Roof Rack # MPG201 that you referenced has a dynamic capacity of 165 lbs which is different from the capacity needed for a roof top tent as that would be static weight. Dynamic in this situation means the capacity it can carry while on the road which will have bumps and dips that will exaggerate the weight on the rack.

So the standard way to determine if you'd have the capacity needed will be to contact the roof top tent manufacturer as they normally have a formula worked out. For example, Yakima has the SkyRise tents like part # Y07437 which weigh 115 lbs, have a 600 lb weight capacity and require the roof rack have a dynamic weight capacity of 165 lbs.
