What you need is the Roadmaster Brake-Lite Relay Kit for Towed Vehicles # RM-88400. This product was specifically designed for flat towed vehicles to prevent the brake pedal signal from overriding the turn signals like you are needing. Once installed your turn signals will work like they are supposed to even when the brakes are applied.
