Can I mount it face foward and level but on its side?

The Tekonsha Primus IQ part # TK90160 has to be level from side to side and face the direction of travel squarely like what the picture I attached shows.
If you are looking for a proportional brake controller with more flexibility in how it mounts on the vehicle interior the Redarc Tow-Pro Elite part # RED44FR would be your better option. This has a module that mounts out of sight and then a knob that mounts on the dash basically in any orientation for maximum flexibility.
