This is a really good question. So our weight distribution manufacturers have explained it to us like this. The weight distribution system essentially becomes a part of the vehicle's hitch so it's weight does not get factored in as additional tongue weight.
Typically when a WD system is being used and there is quite a bit of bounce the issue is that the system is rated too high for the trailer's tongue weight. Or the system isn't setup properly. I'd verify the loaded tongue weight of your setup including all cargo weight behind the rear axle as tongue weight and then make sure your system is rated properly for that. If that checks out try running the system through the setup process again.
Most likely the correct Equal-i-zer kit you'd need for a trailer with a weight of 6,100 lbs is the part # EQ37101ET which has a tongue weight range of 600-1,000 lbs. Let me know if you have something different.
