I believe the Blue Ox tow bar you are referring to is the Blue Ox Alpha Tow Bar # BX7365 rated for 6,500 lbs. There are a variety of base plate kits available for your 2004 Jeep Wrangler and the correct one all depends on what kind of bumper you have. Below is a list of the compatible base plate kits. Please note that the D-Ring options are for bumpers that have been rated for flat towing.
Aftermarket Off-Road Bumper- 7/8" Pin # BX88357
Double Tube Bumper - # BX1120 (Fixed Tabs) OR # BX1124 (Removable Tabs)

Please note that a for a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter.
