Does the Item # TH450400 lock work on the Rapid Gutter Foot 300R? Does it prevent the Foot from loosening?

Yes, the Thule One-Key System Lock Cylinders part # TH450400 will work with your Thule Rapid Gutter Feet part # TH65BJ and it will prevent them from being removed from the vehicle without the key.

Dumb question, but how does the plastic cap/dummy cylinder come out of the knob? It doesn't seem to twist out and I didn't want to damage it by prying it out either.

It seems like you have the Rapid Gutter Feet #TH300R they have a place for a locking core set #TH450400. These cores will replace the plastic filler caps on each of the knobs. The Lockable knobs #TH79JV will not work with the gutter feet. I've…
