It has a hitch not factory on bumper, the bumper one says 2000lbs is that the towing capacity or the bumper hitch capacity.

I wasn't able to track down an online version of the owner's manual for your 1999 Dodge Dakota so unfortunately I can't verify its towing capacity. To accurately determine this number I recommend flipping to the towing section of your manual or even contacting a local Dodge dealer with your VIN.
I will say though that if the hitch on your Dakota lists a 2,000 pound towing capacity this is the limit you will need to follow even if the truck itself is capable of pulling more. To tow a heavier weight (if the truck is able to) you would need to install a different hitch such as the Curt Class III # C13280 that features a 5,000 pound towing weight capacity. This is a frame mounted unit that will line right up to existing holes on the Dakota for a no-drill installation.
I have attached an installation video that you can use for reference.
If your Dakota isn't already equipped with a trailer wiring connector I recommend the Tekonsha T-One # 118329 that will plug into factory ports along the inside of the frame rails at the rear of the truck. This will provide you with a 4-Way connector to connect with and power a trailer's basic signal lights.
