Are there existing holes in the frame that are used or is pre-drilling required?

The Curt trailer hitch for your 2019 Cadillac XT4, part # C39FR, actually installs on the same existing studs and with the same hardware that the factory bumper beam uses. During the installation the bumper beam is removed and the hitch fits over the studs. Then you reinstall the bumper beam over the hitch and fasten them both with the same M10 nuts that you would have removed to take off the bumper beam. So, there are no holes to drill into the Cadillac's frame.
The install details are linked for you. In the picture I cut out from them and attached you can see the bumper beam being reinstalled with the hitch in place on the factory studs.
