ive moved this from my old car to a new car. is it possible to get just the bolts/brackets? or individual part numbers? I need one of the rectangle brackets and 4 bolts, or can I buy the bolts locally? Thanks

You can absolutely get the hardware for the Curt Trailer Hitch # C12091, though this hitch does not come with brackets so I assume you were talking about the spacers. As you can see by the cut out of the linked installation manual that shows the hardware used with this hitch, the spacers are included with the replacement hardware.
All you need is Replacement Hardware Kit for Trailer Hitches # RHK; on the product page, enter "C12091" in the "Hitch Item Number" box and select "Curt" from the drop-down menu and you're set.
