Is a 4-hole bolt pattern on a 8 inch wheel the same as a 4 hole bolt pattern on a 12 inch wheel

Yes, 8 inch and 12 inch trailer wheels with 4 bolt holes, like parts # AM20011 and # AM20122 respectively, fit the same 4 on 4 bolt pattern.

If you're asking because you're replacing hubs on your trailer then it's not quite as simple. The bolt patterns are still the same, obviously, but an 8 inch wheel is likely not going to fit on a hub and drum use for brakes like a 12 inch wheel is. The 8 inch wheel won't fit over the diameter of the drum.

If you're unsure of your bolt pattern measure from the center of one hole to the center of the hole directly across from it. With an even number of bolt holes this gives you the bolt pattern.
