Will Oil Run out of Hub When Cap is Removed

When i took the black rubber plug where you add hub oil the oil just came pouring out , is that normal?

Yes, it is perfectly normal for the oil to pour out when removing the cap of an oil bath hub such as the Dexter Trailer Idler Hub Assembly - Oil Bath # 8-288-3UC1.
If you take a look at the photo I added from the linked video showing the installation of an oil seal; the photo shows the removal of the cap and the oil coming out.
