Question:

I have a Jayco pop up camper with this carrier does the spare tire on the rear of the camper need to be removed or will it haul 4 bikes with it in place.

It all depends on the size of your tire, bikes, and bumper. Typically you want to install your heaviest bike closest to where the bike rack attaches so you will want to test and see if you can fit your largest bike next to your spare tire. This will give you an idea (along with the attached picture) if you can fit your spare tire and the Swagman 4 Bike Carrier # S80600 all along your bumper.
