The difficulty of installing the Lippert Ground Control 3.0 # LC358590 really depends on the level of experience of the person installing it. For someone who doesn't normally install things this is a pretty big undertaking whereas someone who is used to installing things on their trailer or vehicle this might be just time consuming.

It should take a shop about 16 hours to complete the installation so you would want to take that into account if you plan on doing this on your own. This does take quite a bit of planning beforehand as well so make sure the instructions are read thoroughly prior to starting the install. Because of this I would personally give it a difficulty rating of 10.
