I have a 2017 Subaru Forester. I live in Upstate NY and I’m planning to move to GA. I need to buy a hitch and get it installed. I am going to be renting a uhaul 4x8 trailer. I am looking for the most cost effective hitch and easy installation. What would you recommend? Thank you.

Of the hitches available for your 2017 Subaru Forester, the easiest installation will be with the 2-inch etrailer hitch # E98839 and the Draw-Tite # 75876 that you referenced. Both are no-drill installs that will take about an hour and both require unbolting the car's heat shield. I linked a video showing hitch # E98839 being installed on a Forester. I also included the written instructions and a helpful article.
For a wiring harness use kit # 118467 which is a simple plug-and-play installation. The connection point is in the rear driver's side corner, behind a trim panel, as shown in the video.
You'll also need a ball mount and 2-inch hitch ball. You can use part # C45034 which includes a pin and clip and a pre-installed 2-inch ball. Towing mirrors are recommended to help restore your view of the road behind you. K-Source kit # KS3990 will work fine on your Forester.
The 4 x 8 trailer you describe has an empty weight of about 850-lbs and a load capacity of 1600-lbs. This means that loaded to maximum capacity the trailer will weigh about 2500-lbs. You can refer to the linked article for tips on safe towing. Please note U-Haul indicates a top towing speed of 55-mph for this trailer.
