For a 1998 Dodge B1500 van with a standard factory bumper (and no weld nuts in the frame) the hitch I recommend is the USA-made Curt # 13015. I suggest this hitch because it has a higher weight rating than the Draw-Tite # 75140, 6000-lbs trailer weight rather than 5000-lbs, which gives you a useful safety margin. It includes all required hardware and an installation video is linked for you too.
