having some confusion with your techs explanation of where it should be located on my 2017 frontier? to left of steering column OR behind passenger kick panel? thanks.

The relays should be located behind the passenger-side kick panel on your 2017 Nissan Frontier, as shown in the accompanying photo.
I have added a link to a video of the Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C56225 which shows exactly where they would need to be attached.
