Curt Trailer Hitch Recommendation for 2000 Dodge 3500 Full Sized Van with Step Bumper

Question:
The van I want to install this hitch on is a 2000 Dodge 3500 15 passenger 1 ton van with factory step bumper I want to make sure it will fit properly and will just go on with no welding or drilling and will extend out far enough to clear the bumper and spare tire which is mounted underneath
