It sounds like you are seeking the Replacement Adapter Sleeve for Yakima HighLite and DoubleDown Ace Bike Racks # Y8890342. Then for the pin you will want the pin and clip # Y8890176.

Does the highlite tongue come with the bolt, flat washers and nut for replacement ? Is there a lock on it?Thank you ????

The Replacement Mast # 8890343 includes the 8mm adapter screw, lock assembly, and control key. If you have an older HighLite model (made before 2014) it won't install quite the same, but it will still work to upgrade the mechanism to the current version using the hardware that's included.
