Question:
I understand that it has a working weight limit of 13000 pounds and breaking limit of 78000 for the shank but there is no information on the working strength of the D ring I seen one last week break off and go flying through someones back window and it seemed to be heavy duty

The capacity for the Bulldog Winch Receiver Mount with Shackle # BDW20186 that you referenced is for the ring and the shank together at 78k break strength and 13k working load limit. This isn't just the shank capacity or the ring as it's the capacity of the two as a kit.
