I went out to the warehouse with the digital caliper # PTW80157 and found that the shackle of the Roadmaster Quick Disconnect Padlocks # RM-308 measures about 0.23" which is close enough to 1/4" that it is classified as a 1/4" shackle (technically it's about 15/64").
If you were using 9/32" shackles and they barely fit then that might be what the issue is. I would do some double checking with your setup and make sure that everything is seated properly and nothing is forced into place. view full answer...
The ring on the Trailer Hitch Receiver Mounted Forged Tow Eye # TR63045 is approximately 1" thick. The Bulldog Winch 3/4" Bow Shackle # BDW20020 has an opening of about 1-1/4". This will work, but it will be a tight fit. I recommend going with the Bulldog Winch Bow Shackle # BDW20117. This has an opening of 1-3/4" which will be plenty to fit the Trailer Hitch Receiver Mounted Forged Tow Eye # TR63045. You can then use tow strap such as Erickson Recovery Strap # EM59600.

First thing you want to do is verify that you are using the correct dimensions for your hanger spacing on your trailer. The distance between the center hanger and either of the outside hangers should be right at 29-1/2 inches. There should be at least 3-1/2 inches from the center of the axle o the trailer frame.
Also, you need to make sure your trailer is being towed level. If your trailer is nose high or low that can cause the suspension of a tandem axle trailer to be unbalanced.

With your 2018 Toyota Tundra Platinum having the 2" lift shackles you will need to go with a class III receiver like the Curt # 13198. The only option for base plate adapters that will work with a custom bumper for your 2015 Jeep Wrangler Unlimited will be if that bumper has shackle mounts where the D-rings are attached, and are approved for flat towing. What you will need are shackle mounts that measure either 3/4" thick or 1" thick, and have hole diameters of either 7/8" or 1" for the pins to attach to.

The shackles on suspension systems like part # TRSL350 are designed to be fairly loose because the equalizer on your trailer suspension needs to be able to move without binding. The best thing to do when tightening down shackle bolts is to use lock nuts, tighten them until they are snug, then back them off 1/4 turn.

Demco does not currently have any compatible D-Ring adapters for their tow bars so you would need to purchase either a Blue Ox or Roadmaster tow bar and D-Ring adapter.
Personally, I recommend going with Roadmaster and getting the Roadmaster Falcon All Terrain # RM-522. This tow bar has non-binding latches and a large hookup radius to make connecting and disconnecting on any terrain a breeze.
