I understand that the concept of the cigarette lighter plug, but what are the two flat blade input sockets for?

If you are looking at the face of the Pollak 7-Way to 12 Volt Power Outlet Adapter, # PK11896, the top blade contacts the 12 volt power pin on a 7-Way. The bottom pin contacts the ground circuit. This completes the circuit and allows the 12 volt outlet side to work.
