Does this come with the orange center locator for drilling the hole in the bed?

The Curt Double Lock, Flip and Store Underbed Gooseneck Hitch w/ Installation Kit - 30,000 lbs # C60720 does not come with the hole locator you are referring to. That orange locator comes only with the Curt EZr Double Lock Underbed Gooseneck Trailer Hitch with Installation Kit - 30,000 lbs # C60683. It is a really nice and easy way to ensure the gooseneck hole is in the correct location without all the measurements.

With either of these gooseneck options you may also be interested in the wiring harness # C56000 which gives you a second 7-way trailer connection in the bed of your truck for easy access and a clean look.
