The best option would be a fold out step setup for your horse trailer where you need a height of 26 inches. The Lippert manual pull out step part # LC432690 would be a fantastic option. When it's out you have 25 inches from the mounting bracket to the bottom step.
To mount these you'll also want the outriggers part # LC301704.
