can part number DT32005, 2866DAT, or 7682 work with this hitch and 52017 cargo rack?

The CURT Trailer Hitch, # 11110, is a Class I trailer hitch with a 1-1/4 inch receiver. It uses a 1/2 inch diameter hitch pin hole. All of the locks you have mentioned # 2866DAT, and # 7682 will all fit it. They will also fit the Surcp Cargo Carrier that you referenced. Since the Surco is no longer available, you might consider the Reese Carrier # 63155.

Out of the 3 locks, I would go with # 5200. These are among our best selling locks.

For the trailer hitch, CURT requires the use of a stabilizer strap, # 18050, on any non-trailer load (such as a cargo carrier or bike rack) to be in compliance with their warranty. The strap is meant to relieve some of the stress from the trailer hitch.
